The Idaho Transportation Department is designing the final phase of the SH-16 extension.

The vision for State Highway 16

State Highway 16 currently runs from the northern limits of Meridian to the southern limits of Emmett.

ITD is extending the highway south to I-84, providing a much-needed north-south route through the central Treasure Valley. Construction of the highway extension and an interchange at I-84 will be completed in 2024/2025. Learn more about construction.

ITD is now designing the final phase of this project. This final phase will expand the I-84 interchange and complete the interchanges at Franklin Road, Ustick Road, US-20/26 and SH-44.

Construction of the final phase will be scheduled when funds are available.

 

Community input

ITD will continue to gather input from those who live, work and commute in this area. Community members will have an opportunity to review final design plans in the spring of 2023.

In Phase 3, ITD will complete the interchanges at I-84, Franklin Road, Ustick Road, US-20/26 and SH-44 with bridges, allowing motorists to continue along SH-16 without stopping.

The estimated cost for the design and construction of Phase 3 is approximately $200 million; however, the actual construction cost will be determined based on the final design of these interchanges.

It is too early to answer this question because Phase 3 is not yet funded. Once funding is available, ITD will consider the best timing and sequencing of construction.

An environmental assessment was completed on this portion of State Highway 16, from SH-44 to the junction of SH-52, in 2004. With the area’s increased growth and construction funded for Phase 2 of the SH-16 extension project, ITD has an environmental re-evaluation scheduled on the Idaho Transportation Investment Program in 2023.

Access on and off the highway will be limited to a few major locations (I-84, Franklin Road, Ustick Road, US-20/26, and SH-44). This allows traffic on SH-16 to continue moving without encountering numerous driveways and side streets. It greatly improves traffic flow.

Building interchanges is a costly investment. Constructing the SH-16 corridor in phases allows ITD to wisely manage its investments, while allowing motorists to benefit from the new highway as soon as possible.
