The vision for State Highway 16

State Highway 16 currently runs from US-20/26 (Chinden Boulevard) to Emmett.

ITD is extending the highway south to I-84, providing a much-needed north-south route through the central Treasure Valley. Construction of the highway extension and an interchange at I-84 is underway now. Learn more about construction.

ITD is now designing the final phase of this project. 

 

Interchanges on SH-16

In the final phase of this project, ITD will complete interchanges at:

Once these interchanges are completed, highway traffic will not need to stop in these locations. Motorists can enter or exit the highway at each interchange location if they wish.

Construction is already underway on the I-84 interchange. This interchange will be expanded in the final phase.

Community input

Community members were invited to view final design plans in May at an online meeting. Over 1,200 people visited the meeting either in person or online. Visit “Downloads and Resources” to see materials from the public meeting.

Will SH-16 ever be widened to three or more lanes in each direction?

Two lanes in both directions are expected to serve traffic long into the future. In the final phase, ITD will open a northbound auxiliary lane between Franklin and Ustick roads. An auxiliary lane is an additional travel lane between two adjacent interchanges. It allows more room for merging and weaving between those interchanges.

ITD recently began a study of SH-16 between SH-44 and SH-52. The study will build on previous studies in the area. More information will be available later this year on ITD’s website.

The intersection of Ustick and McDermott Road is under the jurisdiction of the Ada County Highway District (ACHD). They will determine whether a signal is needed in this location.

Access on and off the highway will be limited to a few major locations (I-84, Franklin Road, Ustick Road, US-20/26, and SH-44). This allows traffic on SH-16 to continue moving without encountering numerous driveways and side streets. It greatly improves traffic flow.

Building interchanges is a costly investment. Constructing the SH-16 corridor in phases allows ITD to wisely manage its investments, while allowing motorists to benefit from the new highway as soon as possible.

State Highway 16 is being constructed in phases. Construction of Phase 2 is currently funded and underway. The final interchanges (Phase 3) will be constructed over the next several years as funding becomes available.

ITD completed an Environmental Impact Statement for State Highway 16
2012-2014
ITD designed and built the first 2.5 miles from State Highway 44 to U.S. 20/26 (Phase 1)
2017-2019
ITD refined the design for the remaining 5 miles, updated the EIS and reduced the highway footprint
