SH-16 Construction

The Idaho Transportation Department is constructing the next phase of State Highway 16. This website will keep you updated with the latest information.

SH-16 will improve regional mobility, provide access to I-84 in the rapidly growing central Treasure Valley, and improve commutes for thousands of motorists. Upon completion, this limited-access highway extension will run from north to south between SH-44 and I-84.

Phase 2 Construction

ITD is building SH-16 in phases. The first phase was completed in 2014 between US-20/26 and SH-44. This second phase is under construction now. A third and final phase is currently in design and will be constructed in future years.

What is included in Phase 2?

  • Approximately 4.5 miles of highway between US-20/26 and I-84.
  • A new I-84 interchange for motorists in the central Treasure Valley.
  • Signalized intersections at Franklin and Ustick roads.
  • Reconstruction of the current signalized intersection at US-20/26.
  • Overpasses over Cherry Lane and McMillan Road.
  • Multiple bridges over irrigation canals and the railroad.
  • Minor adjustments to local roads near SH-16.

What to Expect

Construction of Phase 2 began in 2022 and will continue for the next few years. You can expect that:

    • Construction will require occasional closures or delays on roads in the project area.
      • Access to and from McDermott Road and US-20/26 will permanently close.
      • Construction vehicle traffic will increase in the area during construction.
    • Utility companies will be relocating infrastructure, which may interrupt traffic.
    • Work will be noisy at times. Some work will occur at night.
    • Access to businesses and residences will remain open.
    • Flaggers will help direct traffic through the work zone when necessary.

Other projects in the area

Multiple highway districts and local jurisdictions manage the roads in the State Highway 16 project area.

  • ITD manages projects on I-84 , SH-16 and US-20/26 .
  • The City of Nampa is managing the widening of Franklin Road west of McDermott.

McDermott Realignment

ITD will build an intersection at Ustick Road and SH-16.

When Phase 2 is complete, McDermott Road east of this intersection, will be realigned to make room for the widening of Ustick Road and the new turn lanes to and from SH-16.

Funding

Construction of Phase 2 is funded in part with Transportation Expansion and Congestion Mitigation (TECM) funds as part of Governor Little’s Leading Idaho TECM Program. The program allows ITD to accelerate project timelines to address rapid growth and build critical infrastructure today that would otherwise take many years to fund and build.

I-84 Interchange
I-84 Interchange

Overview
ITD will construct a new interchange on I-84 to serve the SH-16 corridor. The interchange will be located between the Garrity and Ten Mile exits. See a map

Construction impacts
At this time, we expect that:

  • Residents can expect increased construction traffic in the area.
  • I-84 will be closed overnight on a few occasions. Lane and shoulder widths will be reduced.
  • Work will be noisy.
  • While the majority of work will happen during the day (7 a.m. to 7 p.m.), night work may be necessary on a few occasions.
  • ITD has purchased a few homes on Flamingo Avenue and Franklin Road, which will be removed.
Franklin Road Intersection
Franklin Road Intersection

Overview
ITD will construct a new signalized intersection at Franklin Road and SH-16. While Phase 2 is in operation, SH-16 traffic will stop briefly at this intersection. Franklin Road will be widened immediately around the new intersection. This will make room for new turn lanes to and from SH-16. See a map

Construction impacts
At this time, we expect that:

  • Work will require occasional lane closures, nighttime lighting, noise and dust.
  • Utility companies will relocate power lines and other utilities in this area.
  • A few homes on Franklin Road, which ITD has purchased, will be removed in Summer 2022.
Cherry Lane Overpass
Cherry Lane Overpass

Overview

ITD will construct an overpass over Cherry Lane. Motorists will not be able to access SH-16 here. North of Cherry Lane, ITD will construct a bridge over Ten Mile Creek. Quasi Place, a new local road, will also cross over Ten Mile Creek and provide access to properties west of SH-16. See a map

Construction impacts
At this time, we expect that:

  • Work in this area is expected to begin in 2023.
  • Cherry Lane may be reduced to one lane with flaggers.
  • Occasional closures may be necessary on Cherry Lane while the contractor places girders.
  • Work will involve noise and occasional nighttime work.
Ustick Road Intersection

Overview

ITD will build an intersection at Ustick Road and SH-16. When Phase 2 is complete, SH-16 traffic will stop briefly at a signal at Ustick Road before continuing on the highway. ITD will realign McDermott Road east of this intersection. In addition, Ustick Road will be widened immediately around the new intersection. This will make room for new turn lanes to and from SH-16. Construction impacts
At this time, we expect that:

  • Work will require occasional lane closures, nighttime work and noise.
  • Residents will see increased truck traffic along the new McDermott alignment as well as throughout the corridor.
McMillan Road Overpass
McMillan Road Overpass

Overview

ITD will construct an overpass over McMillan Road. Motorists will not be able to access the highway here. South of McMillan Road, ITD will construct a bridge over Five Mile Creek. See a map

Construction impacts
At this time, we expect that:

  • Occasional lane restrictions or closures may be necessary on McMillan Road.
  • At times, flaggers may direct traffic on McMillan and McDermott roads.
  • Unless construction activities require the temporary closure of McMillan Road, ITD will maintain pedestrian access through this area during construction.
  • Work will be noisy and dusty.
US-20/26 Intersection
US-20/26 Intersection

Overview

ITD will reconstruct the existing intersection at SH-16 and US-20/26. When Phase 2 is complete, SH-16 traffic will stop briefly at US-20/26 before continuing on the highway. See a map

  • US-20/26 will be widened through the immediate project area.
  • For details about ITD’s work on US-20/26 between Star Road and SH-16, visit chindenwest.com.
  • ITD will remove the “pork chop” at this intersection so that motorists can continue north onto SH-16 toward Emmett, or south through the intersection.
  • McDermott Road will end at a cul-de-sac just south of US-20/26 and will not have access to US-20/26.
  • ITD will construct a new local road (Ersatz Place) north of McMillan Road and west of SH-16 to provide access to properties in this area.

Construction impacts
At this time, we expect that:

  • Occasional lane restrictions or closures may be necessary on US-20/26. The road may be reduced to one lane in each direction, with flaggers on some occasions.
  • McDermott Road will be open to local traffic only between McMillan Road and US-20/26. Access to and from McDermott Road at US-20/26 will permanently close.
  • Serenity Lane residents will be detoured to a temporary road to access US-20/26 at Levi Lane. The temporary road will be in place for several months while ITD constructs the new eastbound lanes of US-20/26 in the SH-16 project area.
  • Utility work may require short-term closures on McDermott Road.
  • Work will be noisy and dusty.
