Project overview

This project will improve safety by constructing an interchange at SH-53 and Pleasant View Road. The highway will be shifted north to accommodate on- and off-ramps without interfering with the two existing (and a future third) railroad tracks, and Pleasant View Road will be expanded to four lanes and be elevated over the railroad tracks.

After construction, approaches at Hauser Lake Road, Hollister Hills Road, Beck Road and McGuire Road will be closed and then rerouted to tie into the new interchange, rather than directly to the highway.

Corridor plans

A series of projects in 2022-2024 and 2027 will widen and reconstruct SH-53 between the state line and Rathdrum. The interchange at Pleasant View was planned to start construction in 2028 but with the awarding of a new grant is expected to start sooner. No project is currently funded to modify four miles between Bruss Road and Latah Street.

Widening the highway will improve safety for turning drivers. Corridor improvements total more than $40 million.

Grant not received

Since the conclusion of the online meeting, ITD learned that the Pleasant View interchange was not awarded the INFRA grant for 2020 and thus will remain scheduled to start in 2026. One hundred seventy-three grant applicants requested $7.4 billion in funding or about eight times the available amount.

Grant application

The Kootenai Metropolitan Planning Organization helped ITD and others apply for a federal grant to construct the interchange and an overpass at Ramsey Road and the railroad tracks. The projects were combined for a joint grant application. This project was not selected in the latest round, but the department has resubmitted the project in the hopes of constructing it before its current scheduled time in 2025. Agencies will be notified of selected projects in summer 2019.
