When Phase 2 is complete, the highway will be 5 to 20 feet off the surrounding ground. The highest elevations (around 17-20 feet) will occur at overpasses such as Cherry Lane and McMIllan Road. In these locations, SH-16 will cross over the local roads.

In Phase 3, the highway elevation will be raised at each future interchange location (Franklin Road, Ustick Road, US-20/26 and SH-44). Elevated flyover ramps – up to 50 feet in elevation — will also be constructed at the I-84 interchange in Phase 3.

The opening schedule has not yet been determined. Construction of Phase 2 is expected to be completed in 2025.

When Phase 2 opens, motorists on SH-16 will stop at traffic signals at I-84, Franklin Road, Ustick Road, and US-20/26.

In Phase 3, ITD will expand the I-84 interchange and will complete the interchanges at Franklin Road, Ustick Road, US-20/26 and SH-44. This will allow motorists to continue along SH-16 without stopping if they do not wish to exit the highway. Please visit itdprojects.org/sh16design for more information about Phase 3.

ITD will construct overpasses over Cherry Lane and McMillan Road during Phase 2. Motorists will not be able to access SH-16 at these locations. Motorists will instead be able to access SH-16 at nearby Franklin Road, Ustick Road, or US-20/26.
