Idaho Highway 16 to Linder Road Complete - New signal at Black Cat Road operational
The Idaho Transportation Department has opened four lanes of Chinden Boulevard from Idaho Highway 16 to Linder Road to traffic, marking a major milestone in the ChindenWest Corridor project.
It will ensure the safety and mobility of the traveling public ahead of new development in the area. The new roadway includes four 12-foot travel lanes, two in each direction, and a detached 10-foot pathway to the south for bicyclists and pedestrians.
ID-16 to Linder Road improvements are needed to promote safety and increase capacity in this growing region of Idaho.

Chinden Boulevard, a section of U.S. 20/26, is one of the few east-west commuter routes that connects Boise to Interstate 84 in Caldwell. The majority of Chinden between I-84 and Eagle Road is a two-lane rural highway. As the land around the roadway develops, Chinden is becoming a busy urban corridor, particularly between Ten Mile Road and Eagle.

The new roadway includes four 12-foot travel lanes, two in each direction, and a detached 10-foot pathway to the south for bicyclists and pedestrians.
“This project sets a standard for collaboration and partnership,” said Jayme Coonce, Engineering Manager for ITD District 3. “To reach this milestone, we needed the hard work and support from the City of Meridian, the developer, the Ada County Highway District, and our contractor, Idaho Material and Construction.”
As this three mile section reopens to typical highway conditions, Locust Grove to Eagle Road prepares for a significant traffic shift, beginning Sept. 21, that will eliminate one through lane, both east and westbound, at the Eagle intersection (see graphic below).
July - August 2020
Road Closure at Black Cat and Chinden starting July 6th
Black Cat Road will close beginning July 6 to all traffic between Larry Lane and Chinden Boulevard (US 20/26) and to through traffic between McMillan Road and Chinden, as crews make improvements to the Chinden/Black Cat intersection as part of the ChindenWest project.
Work is scheduled to occur during the day and be complete in early August. Crews will be working in the area prior to the closure relocating utilities. Although not expected, night work is allowable.
When complete, Black Cat will have a dedicated left-turn lane to Chinden and a center turn lane that connects to the existing three-lane configuration south of Larry Lane.
Traffic will be detoured via Chinden and McMillan to McDermott Road and Ten Mile Road.
Utility installation is occurring through June and noise wall installation east of Ten Mile Road is complete. Noise wall painting is underway.
Crews will also begin intersection paving this week at Ten Mile, followed by new traffic signal installation the following week at Ten Mile and Black Cat Roads. Traffic signal installation will occur overnight. Traffic will be periodically reduced to one lane with flagger control and residents in the area will be notified prior to night work occurring.
Starting April 13 through April 17, the road alignment between Linder Road and Long Lake Way, and State Highway 16 and Tree Farm Way, will shift north and align with the Long Lake to Tree Farm section, as crews begin paving on the south side of Chinden. Residents can expect moderate illumination and noise impacts at night. Traffic will resume to normal construction zone conditions (45 mph) in the morning.

The week of March 30-April 4, traffic will be reduced to one lane with flagger control in localized sections at night for minor paving operations. Residents can expect moderate illumination and noise impacts. Traffic will resume to normal construction zone conditions (45 mph) in the morning.

Early December lane shifts between Tree Farm and Ten Mile
Chinden traffic will be shifted to the south side shoulder between Tree Farm and Ten Mile for up to two weeks beginning in early December, for the installation of an underground irrigation canal crossing. During the shift, Chinden will maintain one lane in each direction under construction zone conditions (45 mph).

Chinden traffic reduced to one lane near Ten Mile, Sunday night
In preparation for an underground irrigation canal crossing of Chinden Boulevard, between Tree Farm Way and Ten Mile Road, crews will be preparing the roadway overnight beginning 10 PM, Sunday, November 10. During this work, traffic will be reduced to one lane with flagger control. Nearby residents can expect moderate illumination and noise impacts. Traffic will resume to normal construction zone conditions in the morning.

Shoulder Work Begins on Chinden
The first sign of activity associated with the ChindenWest improvements project will begin next week as crews clear the area south of Chinden Boulevard, between State Highway 16 and Linder Road, and adjacent to 10 Mile Road, between Chinden and McMillan Road. Work will occur in the shoulder with minimal impacts to the traveling public.
